Yes, it is possible to rotate the arms on the Thule OutWay Trunk Bike Rack # TH56BV up and down. Each arm can be rotated independently, and you can rotate them up as far as you want when the bikes are not loaded. It will be well over 180 degrees from what you see in the picture. If your goal is to save room when parking in a tight space, rotating the arms in this way certainly will save you a few inches.
